The Parents’Association (Association des Parents d’Elèves) is a non-profit organization composed of 11 members elected by parents. They take part in the School Committee, which is competent regarding all matters relating to the school life and operations. The school committee operates under the rules of the AEFE as they apply to French Schools Abroad. The APE works closely with the Principal to implement good governance practices.

The Principal, appointed directly by the AEFE, to whom he is accountable to, is competent regarding both educational and pedagogical school matters.

Basically the APE recruits staff under local employment contracts and is responsible for the long-term strategic direction and financial sustainability of the school in the best interest of all the families.

Essential to the success of a strong governance framework is that all unpaid elected members set a high standard of due diligence and integrity and focus solely on the well being of all the schoolchildren.

Eight newly elected members joined the team alongside three former members.

The APE operates with the assistance of four sub-committees, which report directly to it. They are: Finance, Legal Advice, and Communication.

The sub-committees meet at least once a month. The following hold a seat; the principal, the business manager, one member of the APE and members of the school committee. The primary school team holds a seat in the sub-committees relevant to primary school matters. The members of the APE hold a seat in all the sub-committees.

The main goal of the communication sub-committee is to ensure a strategic communicational approach to the school’s future as well as to enlarge our visibility within Cambodia and all through South- East Asia.

– Recruiting a communication manager in January
– Conducting an internal audit of our communication service
– Integrating communication protocols
– Organising various events

The main goal of the legal advice sub-committee is to ensure that we all work within the boundaries of the Cambodian legal system. The sub-committee also helps to identify the needs, implements the recruiting process and takes care of the working conditions of all the employees.

– Recruiting a Human Resources manager in December 2016
– Alignment on Cambodian standards
– Organizing all the recruiting process

The building sub-committee with the help of the principal, identifies the real estate needs, takes part in the follow up work of all the projects launched in the last three years so as to improve the school’s working environment.

The Finance sub-committee is responsible for administering the revenues and expenditures as well as overseeing that the funds and grants are used for what they have been planned for. The school budget and financial account, based on the report of the sub-committee, are both subject of information to the school committee.

– Setting up a procurement procedure
– Analytical accounting
– School fees
